Operation Cyclone was a covert operation undertaken by the CIA in an effort to arm and finance the Afghan Mujahideen against Soviet Military intervention in Afghanistan. The Soviet Union would often depict the Mujahideen as "mercenaries of the USA" (наемники США) in contrast to the USA presenting them as freedom fighters for their homeland.
